White Cloud Expands High-Speed Internet Access in Owyhee County

CPF supported fiber and licensed fixed wireless network is designed to make qualifying broadband service available to 1,599 Owyhee County households

TWIN FALLS, Idaho – White Cloud Communications Inc. today announced the completion of construction for a hybrid fiber and licensed fixed wireless broadband expansion serving portions of Owyhee County. The new infrastructure is intended to expand access in and around Bruneau, Givens Hot Springs, Grand View, Murphy, and Oreana.

“Reliable internet supports education, telehealth, work, public services, and local business,” said Joe Shelton, Owner, White Cloud. “We are proud to invest alongside the State of Idaho to bring more Owyhee County residents a strong local option for high-speed service.”

The Owyhee County project is funded in part through the State of Idaho Capital Projects Fund (CPF) Broadband Infrastructure Grant Program under application APP-005904. White Cloud Communications Inc. is the grant recipient. The executed agreement provides an award of up to $4,357,749 toward a total project cost of $4,963,246, with $605,497 in committed match. The approved scope calls for service to 1,599 households: 342 through fiber and 1,257 through licensed fixed wireless infrastructure.

The Capital Projects Fund is intended to support reliable, high-quality broadband that communities can use for work, education, and health access, with affordability considered for the target market. White Cloud Networks offers multiple residential service tiers. Residents should check current, non-promotional plan prices, fees, installation terms, technology, and availability for their address at WhiteCloudNetworks.com/Owyhee or by calling (208) 736-2960.

The project was designed to give everyone fast, reliable download and upload speeds. The CPF-supported network is designed to provide broadband service that reliably meets or exceeds 100 Mbps download and 100 Mbps upload. Where symmetrical 100/100 Mbps service is infeasible because of geography, topography, or excessive cost, the agreement permits at least 100 Mbps download and 20 Mbps upload, with the network scalable to 100/100 Mbps. Actual service tiers and technology vary by address.

The approved hybrid design uses fiber-to-the-home in Murphy, Grand View, and Bruneau and licensed fixed wireless in outlying rural areas. The project scope includes new and existing tower infrastructure, aerial and buried fiber, and licensed 3.5 GHz spectrum. This combination is designed to address the county’s distance, terrain, and low population density while giving residents additional service choices.

The agreement identifies 1,597 grant-eligible locations, including 1,173 classified as unserved and 424 as underserved when the project was awarded. By expanding service availability, the project is expected to improve access to online education, telehealth, remote work, public services, and economic opportunities.

To celebrate, White Cloud Networks is hosting a free Community Cookout and Ribbon Cutting at 11:00 a.m. on Friday, November 6, 2026, at Centennial Park – next to the Rimrock Senior Center in Grand View. Owyhee County residents are invited to attend. RSVP at (208) 539-8979.
